From this intellectual background and management consulting practice, Dr. Olaopa joined the civil service as Chief Research Officer in the office of the President of Nigeria in 1988. He was the Permanent Secretary (Career Management Office) at the Office of the Head of the Head of the Civil Service of the Federation, Abuja, and currently Permanent Secretary, State House, President Villa Abuja.
