The volume explores a deep historical strategy as an administrative method by which to understand why the capability readiness of the Nigeria civil service system has been compromised and how a deep political commitment to the transformation of the ministries, departments and agencies (MDAs) can transform Nigeria in terms of infrastructural and human capital development. Tunji Olaopa, PhD, a retired Federal permanent secretary in Nigeria, is a Fellow of the Institute of Management Consultants of Nigeria and recipient of the 2015 Nigerian National Productivity Order of Merit Award. He is now the Executive Vice Chairman of the Ibadan School of Government and Public Policy (ISGPP), Nigeria. He combines an uncommon theoretical and practical insights into the reform dynamics of the Nigerian and African public service that derives from an over twenty seven years of reform crusade concerning the operational workability of democratic governance and the imperative role and responsibility of the civil service.
